Everything WattRate computes from, as plain CSV: state electricity prices and bills by sector, residential natural gas prices, and the tracked utility table. No registration, no API key.
The underlying data is US federal EIA data (public domain); the computed averages here are offered under CC0. Cite us if it helps: “WattRate, built on EIA data” with a link is plenty. Columns and windows are documented on the methodology page.
